Arbour was born in Montreal, Quebec, in 1947 and has served as a justice on the Supreme Court of Canada, the country's highest court. Outside of Canada, Arbour served as chief prosecutor of the International Criminal Tribunals for the former Yugoslavia and Rwanda. In May 2026 she was appointed the 31st governor general of Canada, the federal representative of the Canadian monarch, currently King Charles III.
